Austin, Texas — July 11, 2026 — Officers were dispatched at 8:13 a.m. to the area of West 5th Street and North Lamar Boulevard after multiple 9-1-1 callers reported a White male riding an electric scooter who was chasing runners and threatening them with a handgun. Witnesses told investigators the confrontation began after a runner asked the man to slow down while riding on the sidewalk. Police said the suspect used slurs during a verbal dispute, struck a female victim, then displayed a handgun, pointed it at several people, threatened to shoot them, and fled on the scooter. Officers arrived at 8:15 a.m., interviewed witnesses, reviewed surveillance video, and searched the area. At 10:23 a.m., officers located a scooter believed to belong to the suspect near 1100 West Cesar Chavez Street. At 11:07 a.m., officers found a man matching the description near the Ann and Roy Butler Hike-and-Bike Trail. Police identified him as Emmanuel Diaz, 29. APD said Diaz attempted to leave on the scooter, then fled on foot after officers ordered him to stop. During the pursuit, officers observed Diaz carrying a handgun and ordered him to drop it. Diaz fell to the ground and pointed the firearm at officers. At 11:08 a.m., Officer Collins and Officer Johns fired their weapons, striking Diaz. Officers rendered first aid until Austin-Travis County EMS arrived, but Diaz was pronounced dead at the scene. No officers or members of the public were injured.
